AI Chatbots Swamp US Elections with Records Requests

Restless Onslaught of Requests

The current scenario presents a unique dilemma: while the function of elections is to facilitate democracy, the overwhelming stream of requests is creating an administrative roadblock. Take the case of Washington State, for instance, where the influx of FOIA requests linked to voter registration databases was so excessive that legislators were forced to amend the law for relief.

The Rising Concern over AI Chatbots

The real concern now, lingers around the potential applications of AI chatbots like OpenAI’s ChatGPT and Microsoft’s Copilot. With the ability to generate FOIA requests referencing specific state laws, these chatbots could enable a further surge in requests, potentially adding to the bureaucratic backlog and hindering effective election management. This technological development, while impressive, necessitates careful consideration of its consequences on public processes.

The Strain on Election Workers

Let’s not forget the human element here. Increased volume of requests doesn’t simply equate to more work—it's increasing pressure on already stressed-out election officials. Between responding to an unyielding wave of questionnaires and handling an occasionally hostile public opinion, many have found their roles untenable. Add to this the inability to distinguish between AI-generated and human-generated requests, and it is hardly surprising that the turnover rate among election workers has been on the rise since 2020.

The Way Forward

Companies pledging to develop systems to identify AI-generated content offer a ray of hope, yet these systems are still in their infancy. As the technology advances, it is increasingly important for state and local governments to adapt and develop the tools needed to manage this new form of communication efficiently. Technological advancement should not be allowed to compromise the integrity of public processes.
