Unmasking AI: Underage Labor and Ethical Dilemmas in Data Labeling

 November 19, 2023

By  Joe Habscheid

Summary: The rapid expansion of the artificial intelligence (AI) industry, especially in data labeling, has inadvertently led to the involvement of underage workers in various regions worldwide. In this piece, we shine a light on this issue, reflecting on its complexities and its potential solutions in the context of the existing legal systems, healthcare frameworks, and consulting standards.

The Involvement of Underage Workers in AI

Reports indicate that crowdsourcing platforms used for AI data labeling, like Toloka and Appen, have been employing underage workers who often get exposed to harmful content. Despite the platforms having an age limit set at 18 years, some manage to bypass this requirement using false information. This flamboyantly unethical practice seems to have acquired a global footprint, with instances uncovered in countries like Pakistan and Kenya.

Growth of the Data-Labeling Industry

The increasing reliance on AI technologies has escalated the value of the data-labeling industry, predicted to soar past $17.1 billion by 2030. But it’s not just the numbers that are growing. Crowdsourcing platforms connect remote gig workers in countries such as India, Pakistan, the Philippines, Venezuela, and East Africa with tech behemoths in Silicon Valley. The pay? A few cents to some dollars per task, depending on its complexity.

Exposure to Harmful Content and Low Compensation

These workers, many of whom are underage, deal with tasks varying from simple image identification to content moderation involving explicit, often traumatic content. This lack of oversight combined with minimal pay paints an ominous picture of exploitation. Adding to this is the use of children for captcha-solving services, further contributing to AI progress.

Invisible Workers, Visible Consequences

The physical and systemic disconnect between the workers and the tech giants perpetuate a grim cycle of invisibility, where those on the remote side of the operations are subject to different, often exploitative rules. Low wages, monotony, and exposure to harmful content lead to mental health concerns, with the underage demographic particularly vulnerable.

The Urgent Need for Worker Protection and Accountability

Clearly, it’s time for various sectors, including legal, healthcare, and consultancy, to pay heed and instigate changes. The lack of age validation and unchecked account sharing among family members emphasizes the need for more stringent protective measures, especially for underage users.

The task ahead is demanding yet straightforward. It requires the establishment of robust protection policies, creating layers of accountability within the AI industry, and incorporating corporate ethics in the world of AI. The question is, are we ready to step up?
